there is absolutely ZERO evidence of sexually explicit material being created with these kids' images, at least not from the way the story is being reported. yes, he made an "obscene" video, but "sexually explicit" has to actually feature some version of sex and you'd have a very difficult time proving that's what he's done with his video.
I am not arguing that prison is too harsh.
I am just saying that your definition is debatable. The word "explicit" does not require visual images.
