His "legitimate question" about whether "environmentalists" will cheer damage to the Japanese auto industry or "pretend to be saddened" by the tsunamis effects, remember? The comment you quoted doesn't identify what "sign" it's speaking of, nor even what "that" it is that we should do, so we need the preceeding and succeeding statements to know the speakers meaning; Rushs statement suffers from no such ambiguity.
