Things are going to get real messy. I don't believe there is a hope in hell that just implementing a no fly zone would fully deter Qaddafi. Qaddafi needs to be removed, and I doubt the rebels are strong enough or numerous enough to do it without substantial Western aid or intervention. The Arab League needs to recognise this, and so do China and Russia.
