There are simply millions more dogs then there are people who want them. We do have laws for people mistreat animals and they are are enforced when they are caught. Hearing about the way some people treat their animals it bothers but to be honest how some people treat their kids bothers me a lot more.
I think one thing we could do it stop neutering male dogs and give them vasectomies instead. That would have a real impact on the population since they would still be competing for females. Neutering males is not about population control it is about behavior modification and confusing the two really does nothing to correct the problem.

I don't know the cost; online searches just now were inconclusive and vague (someone did mention their dog only having a day of "down time" after neutering, but that seems more like the exception than the rule). I'm embarrassed to admit this never occurred to me, even when considering the potential impact on stray breeding. Neutering the stray population does have SOME impact by reducing the number of dogs that can breed, but nothing like preserving a populations mating drive yet removing its fertility would (particularly since neutering alone means the reduced pool of fertile males will simply breed with more fertile females). There were a few comments that vasectomies are "simpler and easier" so I doubt there's much price difference, and a large population of infertile breeding partners in the general stray population would likely be a large net benefit without significantly harming anyones quality of life.
