I think one thing we could do it stop neutering male dogs and give them vasectomies instead. That would have a real impact on the population since they would still be competing for females. Neutering males is not about population control it is about behavior modification and confusing the two really does nothing to correct the problem.
Why would "competing for females" be an improvement? My brother's pup got a little older than he should have before getting chopped, and it was all we could do to keep him in the yard (my brother was fined because the dog kept escaping and heading straight for the roads). He is now neutered and stays where he is meant to be. I'm not sure behavior modification isn't preferable in this situation. Am I misunderstanding?
