Packs of wild dogs (that are not afraid of humans!) are an acceptable solution for you? The mind boggles. Formerly domesticated animals that go wild are a whole lot more dangerous than animals that were wild to begin with.

It's not a big problem now precisely because unwanted dogs are put down. It might be sad but it's also sensible.
Yet I've never seen a pack. Even loose pets will play, mate, fight etc. with other dogs but even when I've observed multiple strays in the same area they've always been solitary.
