Unless you're referring to "willfully ignorant and disingenuous", but I tend to equate the latter more with the pretense of being obtuse rather than sincere ignorance, deliberate or otherwise. I think Bush was willfully ignorant because he didn't ask questions he knew would invalidate many of his favorite positions, but Cheney was disingenuous because he knew better and simply pretended he didn't.
