They have to over emphasize that it's ok precisely because society keeps saying that it's not

People make a lot of bad lifestyle choices. Lifestyles that are in my opinion are a lot worse than being fat are not demonized anywhere near as much. Smokers! Drug addicts! Alcoholics! People who don't vaccinate their children! I'd rather be near a fat person eating than a smoker smoking any day of the week.
Bikinis for fat women- well not necessarily and I don't even have any issues with the word fat. There are lots of women that aren't even particularly fat that just carry fat in their chests. If anything this body type is what's most glamorized by our culture and yet when regular women have it they have issues finding clothes that fit unless they hire a tailor. I thought that this bikini top is well designed and could be helpful.

I get it. Society has pushed an overly thin image of women that makes women who don't meet that standard feel bad and have self-esteem issues. It leads to anorexia, bulemia and serious psychological problems. Yes. That is bad. Yes. It is good to have women with more full figures in visible places.
However, this desire is now intersecting with another negative tendency in society, and that's the tendency to try to justify any bad lifestyle choices that people make. Fat people are fat, not "plus-size". "Plus-size" means having a bigger frame or a fuller figure, but it shouldn't give obese people license to feel like there's nothing wrong with their weight, because there is. They get diabetes, knee problems, heart disease, and a whole host of other health problems.
If fat people want to go out and put on skimpy clothes, fine. Let's just call a spade a spade, though, and say, "Bikinis for fat women!"

Would not having a well fitting bikini top make her magically lose weight?

I protest the "I'm okay, you're okay" drivel inherent in the statement "plus-size".

I get that. But that's not what they say. And it's not just an advertising campaign.

What makes you think that fat shaming is effective in making fat people lose weight?
