I seem to have seen this name come up in the quarter- (or semi-?) finals at this recent Rugby World Cup. I'd also bet on them getting further than England in the next football World Cup.
True, their rugby team is always competitive (they came 4th in the '07 edition and played well against NZ in the quarters a few weeks ago), and they will probably improve greatly now they are in the four nations (with Australia, NZ and South Africa), and you're right, their football team normally gives the World Cup a decent shake.
However, Rugby League doesn't really have a presence in Argentina (their national team was only founded in 2005, and there is no domestic competition). Realistically, while they are always a chance of winning the football WC (especially 2014, seeing as it's very close to home), they're still rank outsiders to win the Rugby Union WC, and will probably never win the Rugby League World Cup.

Yes, the only two teams that can realistically threaten this position are Australia and England
