There are two countries that I'm aware of which genuinely have a single voting district, with each party's number of seats determined by its nation-wide score, and as such without any obligation to have local candidates in each of several constitutencies. Those two are the Netherlands and Israel - not coincidentally two countries with a large amount of small parties and very great political volatility.

According to the little I just looked up on Wikipedia, Norway works like many European countries, and has multiple-seat constituencies, with the seats of each constituency divided based on the various parties' result in that constituency alone; but then they also have (and that's not nearly as wide-spread) a limited amount of seats that are distributed nation-wide to parties that got fewer seats than their nation-wide vote total entitles them to (Isaac should recognize that concept, as the most famous instance of it is in the German Bundestag).
