Each poll has its own margin of error and each poll is independent of other polls. If the results are always close to the margin of error. No significance can be placed on the results. In each case the result could be because of the margin of error.

Poll results COULD be due to margin of error in each case, but if they were, statistically, both candidates should lead roughly the same number of polls. Statistically, it is very unlikely one candidate would win 99% of polls without genuinely having the most support. Sure, a coin flip COULD come up heads 99 out of 100 times, but when it happens in real life the most likely explanation is a weighted coin.
