Hot racking is what they call in when you share a bed with someone on a different shift. We are not talking just close quarters we are insanely close quarters and very small crews. A Virginia class sub only has around 100 people on it and it is just over 300 feet long, basically a football field. Someone rubs you wring way you can get away from them.
Long range nuclear subs already push the limits of how much people can tolerate each other. Throw sex drive in mix and you are simply asking for problems. Keep in mind these are multibillion dollar ships of war operating in very dangerous conditions. You ask why not try and the answer is because if things go wrong people can die and we could lose very expensive ships. It takes very strict discipline to keeps these ships functioning as well as they have.
A better question is what is to be gained. If it doesn’t give us a stronger navy then it is a bad idea. The military is instrument of war not social engineering.
