It seems deeply disrespectful to then break that implied promise.

I find the whole situation particularly jarring as I'm used to the UK system where if a seat is vacated between elections then a by election is held, allowing the voters to select a new person to represent them. That the new person is imposed on the voters doesn't sit well with me at all.
