Bush signed a status of forces agreement in 2008 and Obama failed to get a new agreement so had to withdraw troops. To blame Bush's for Obama's failure there requires a giant leap off the to biased to think for your self bridge.

An acceptable SOFA, meaning our troops wouldn't be subject to Iraqi courts and laws, was something the Iraqis wouldn't grant beyond 2011.
