and that is how it works in reality. In fact the link I posted above in the Re: I'd be more supportive of hate crime legislation as a whole if it made any real sense to me post to the fbi statistics documents incidents where there are hate crimes and the victim was targeted due to perceived straightness.

Of course the fbi couldn't charge anybody with breaking any federal laws, for until recently the fbi could only monitor, but there was no law stating that the feds can give money/resources for investigations if that state's attorney general asked for the money.
