in answer to your first question, a charter school is a privately run school which uses public funding to give kids an alternate to the public school system. IME, they are mostly set up to make someone a lot of money at the expense of actual education but maybe things are different where MGB lives...


Charter schools are basically customer service schools. The parents are the customers so the school bends to whatever whim any parent has. It's killing education.
