think of how Anakin became darth vader. His entire life, he sees fear generate order (mobsters keeping tantooine in control, the only semblance of true order coming from Palpatine and arrogant jedi)
The only real GOOD example of order-through-niceness he ever sees is Padme, and he also gets to watch her struggle through the mindless Senate and her frustrations. OH and the she dies.
So maybe if Anakin had been raised a century before with a shiny competent republic, he'd have an entirely different outlook.
