Really, the only consequence would be your neighbors being pissed as hell at you, but hey, maybe they'll at least think twice about fighting so damned loud that they wake you in the future. Unless of course you're afraid they'd get violent at YOU, but you probably can call anonymously as well as tell the police that you fear reciprocation.

I did do that once. The sounds coming out of their apartment (besides the yelling and screaming) sounded very much like flesh hitting flesh and I wanted it to stop as fast as possible. I didn't even think about calling a non-emergency number. 9-1-1 was in order. I didn't feel the least bit bad for doing it. Like LL said, even if there was nothing actually happening it would make them think twice next time about fighting loud enough to alarm all the neighbors.
