Or it could be that the amount the bank wanted to "hold" for the purchases (which typically exceeds the amount necessary for the actual purchase) was more than the $19 he thinks he had in his account at the time.
Again, though, not disagreeing that tracking is essential, personal responsibility is good, and coming down hard is warranted
