Divine revelation: "Everytime you disobey authority, you weaken the walls between the world and Demonopolis." Play your character as under duress by the nature of the world. He makes threats and delays, but in the end he obeys authority with clenched teeth.

In exchange, request that the GM limit how often your party is challenged by authorities. Better yet, find a way to make it so that you all are the authorities and anyone who challenges you is automatically the bad guy in your friend's eye.

If that doesn't sound fun to all the players, then it's probably best to just end the game, unless your friend changes his mind on his own.
