There was a quest line in Dragonblight in Northrend that if you stopped the chain at a particular point, Undercity would be empty of NPCs. It was the whole Varimathras betraying Lady Sylvanas deal.

But it was always funny to see some poor chap, who didn't know what he'd done, calling out in chat and asking why there weren't any players or NPC's in Undercity.
