Either number is well above the required minimum. That said, 1mbps makes more sense.

1mbps is a very common (albeit low-end) upload speed for ISPs in the US. Many ISPs give you more upload bandwidth than that nowadays, but not many of them give you 8mbps (the equivalent of 1MBps). You can get that from FiOS and maybe the top-end tier of a few other ISPs, but it's not common.
Play any PC game on your PC, Mac or tablet, regardless of specifications. Seriously.
