My issue is mostly with equipment and enemy types scaling, not so much actual level.

If bandits scale, not a big deal. If bandits get replaced with those Daedra Spiders at level 14, it's an issue. That's the stuff that really annoyed me in Oblivion. Plus, it made some of the main quest areas like Kvatch a real pain if you were iffy on certain skills.
Playing Oblivion with Oscuro's Overhaul was the most fun I had with the game. It added TONS of content, tweaks, and also gave me enough challenge by simply hard-locking the difficulty of areas.

Not sure if this has been told here or not but Skyrim is going to be a port for the PC

NV didn't have scaling. Try walking down the road with Cazadores once you leave Goodsprings.
