I'm at work so I can't access certain websites at the moment. I'll try looking again when I get home. A Googling of Skyrim item scaling seemed to have some results if someone else wanted to look too. From the snippets I could gather, it sounds as though it might be similar to whatever they did in Fallout 3 (I don't know what that was).
But I agree with you, getting permanently under-powered unique items is kind of the pits. It seems as if it would be hard to avoid. If the items levelled up with you, you'd never have a reason to seek out new ones. If the items were a set level no matter when you got them, you could easily break the game by getting a really good one early (I did this in Morrowind). At first glance it seems difficult to reconcile item-scaled loot with level-scaled enemies.

NV didn't have scaling. Try walking down the road with Cazadores once you leave Goodsprings.
