Because I found it worked great in those games. I felt vulnerable and was super careful in the beginning stages and later on I thought: "Bring it suckas, you're all gonna die!" no matter what enemy was approaching me (well maybe except for the deathclaws). I didn't have the impression that with my leveling up enemies were also (that's how I understand your term level scaling, right?).
So if that was level scaling, no big deal.

My issue is mostly with equipment and enemy types scaling, not so much actual level.

NV didn't have scaling. Try walking down the road with Cazadores once you leave Goodsprings.
