Since Ultron killed the dude's family, Tony created the Civil War villain as well.
And the twins from Avengers II wouldn't have been villainous for the first two acts but for the Stark weapons that destroyed their village but didn't kill them.
Not sure where you read anything about Peter getting his powers as a college student - in Amazing Fantasy #15 he was definitely a high school kid.
