Thanks. Now I'm trying to keep them off the roads - my sister said that absolutely NO ONE there knows what to do at a stop light when the power is out. Traffic jams and accidents galore.

That's true everywhere I think. Of course, people no longer know what to do at intersections with signs not lights either, so reminding them that an inoperative traffic signal functions as a stop sign does no good.
