If aiming isn't an issue it is not hard to reach that stopped with a semi auto. Large magazine capacity is a bigger issue.

On one of the many message boards devoted to shooting, someone who had just purchased an AR-15 asked how quickly an experienced shooter could empty a 30 round magazine. Multiple replies stated that if you weren't concerned about hitting a specific target, 4-5 seconds. 5 seconds for 30 rounds is 6 per second or 360 per minute. So yes, high capacity magazines are definitely an issue.
