Pick whichever one suits your confirmation biases. 
Obviously he wasn't the sole decision maker but he was a prominent investigator. He was dismissed from the investigation in August 2017 and reassigned to human resources, an obvious demotion, but these texts weren't made public until today.
Add the actions of these two to the several questionable decisions made by Comey, the then Attorney General discussing the ongoing investigation with her husband on the tarmac, just to mention two, and is it any wonder the White House screams witch hunt? The Three Stooges could have conducted a better investigation.
And I stick by my final question. Substitute Obama for Trump in all these questions and what would have happened?
