As aero says, efficiency is probably not the number one priority. Qatar does have, as I recall, either the highest or second highest GDP per capita in the world, so I guess the cost isn't really the problem. But yeah, pretty indefensible from an environmental perspective. You could say that about a lot of things in that part of the world, though.
