(How he did so is trying to expand the legal grey zone that if a business often has drugs at the location, then it is a "crackhouse" per the law, including indoor music venues. Even if those substances are banned by the owner of the location, yadda, yadda, yadda. The whole point is it was not worth the risk and thus the culture was shut down almost overnight.)

PS it was not just Biden, he just bragged about it, other people sponsored / cosponsored one of the 3 bills about this with Biden being the original author of the first one. It finally passed in 03 even though similar bills existed in 02 and a different 03 bill.
