An Article 5 Constitutional convention. Not happening anytime soon either, but that required 33 states to make the request. It'll need a push, and a lot of spending on understanding individual state politics and holding referenda, but to me that seems the most doable way to bypass Congress and it's logjam.

Due to the current distribution of states being controlled by Rs you would not like the result if this occurs. This is one reason why megadonors are actually trying it.
Likewise Utah Senator Mike Lee wants to remove the direct election of senators amendment and have the state send 2 senators for he figures you will get a lot more Republican senators that way.
It would seem the United States Constitution has expired and no one told us.
