Almost anything can be spun into a national security issue to give license to your government to declare war, take away rights and mire your people in another war where they'll kill thousands of civilians, create more mistrust and hatred, then walk out the fucking losers that they are.

But use that money to save actual lives? Oh hell no. Governments shouldn't be doling out welfare.

Security isn't free. Maybe you should consider that offering free "security" is welfare too. And that part of the welfare state is truly bloated, immune to any real checks and balances, and keeps leeching trillions of dollars to deliver a fat load of nothing.
