I started reading fantasy/sci fi with A Wrinkle in Time at 9. The Hobbit at 11, LOTR at 12, The Foundation Trilogy and Dune at 15. Didn't start TWOT until I was 48 because that's how old I was when TEOTW was first published. Suffice to say if it was available, I would have started it in my early teens.

Old enough is subjective. You know your niece. If you think she's old enough then undoubtedly she is just that.
