He should have no clue what she's capable of, and risking everything believing she can barely channel makes no sense, withing the world of the show. He has no information for this at all.
Moreover, he has zero justification for torturing Perrin and Egwene and threatening to kill them (whether or not he really would've done that). No explanation that I can see that would satisfy even another Whitecloak. Even if he's later shown to be a Darkfriend, currently he's way out of line of even the Whitecloaks' harsh standards of justice, with apparently nobody else bothering to check him.
