This one distinguishes itself as being the scariest thing to say to someone like Putin. Feed into his fears and at the same time justify greater action on that fear.

That said, it's a damn true statement. It is the quiet part that got said out loud, but Putin being deposed, somehow, is a way out of this that everyone with any sense has been fantasizing about. It is the neatest solution to the interlocking geopolitical pressures that have gotten us so close to nuclear war.

Of course, saying it out loud brings us closer to that same eventuality. But I don't see signs of cognitive decline. Saying an entirely rational thing at the worst possible moment is a sign of a dumbass who doesn't filter his words well. Which Biden has been forever. This isn't a hallmark of cognitive decline, though.
