Even if you're right that carbon emissions are the "only" metric by which we measure damage to the environment (you're not, it's just the one that is most contested and therefore most in the news), and that the way Environmental law is administered right now isn't responsive to the scale of the issue (in which you're 100% right), why is the answer to this not "improve the way we administrate"? What is the alternate mechanism you favor? Markets? Or something else?
