Realistically if you want millers or blatantly anti-town roles to claim on day 1, you need to offer temporary amnesty, not to be lynched on D1 for instance, since D1 is the day of arbitrary lynching. Little motive is required for a lynch on the first day, if you can get a fair number of people to agree not to lynch such roles on the first day, thus letting them avoid the period of highest risk and giving them a chance to prove alignment, you make it more likely they will reveal.

they're much less likely to get nightkilled because it is a suspicious role. If the mafia do end up killing them, then they've actually helped the town. However, no amnesty from getting lynched today, although I will say that I won't lynch someone just for claiming to be a miller today.
