That he was exactly where he was supposed to be. If you look at the story of the show from a religious POV, Shepherd Book was there simply to be there, to be a reminder of the spiritual to the whole crew, to teach them in the little ways he managed throughout the one season the show was given.

Until reading the Shepherd Book comics, I will hold back on saying he was sent to the ship to spy on the Tams. Personally, I doubt it, but we will see.

My current thoughts are that he used to be a ranking military man or politician, but in truth took to the cloth out of a deep religious calling, a need for redemption for the evils he did while working for and with the Alliance. His calling is what led him to Serenity, the place where he was needed the most.

He also had a lot of connections to the military rulers of the galaxy and knew a lot of things he shouldn't have. I think if the show had gone on it probably would have come out that he was sent to spy on the girl by a group that was even more secret than the people who were training her.
