If a speed limit sign is obscured by a bush and I'm unable to see it that makes me ignorant of the law. You can't get a traffic ticket for that. I've seen it successfully fought.
Then you have seen a miracle. I think that, you could, in theory even be fined for not clearing the sign if it can be proven you were aware that it was obscured. And at least here in Finland being unaware of the law isn't viable defence.
