In AGoT Robert says he hasn't seen Ned since the end of the rebellion, except only for the Greyjoy Rebellion (which wasn't a social gathering and Arya wasn't born at the time). The same would be true for Tywin, especially since Tywin and Ned were not friends. Tywin has never visited the North, as far as we know from the books.
