As for Wilf, I reckon he is a Time Lord. Just with the Doctor pointing out how unusual it is for Wilf to be able to find him and the conversation he had with the woman were she referred to him fighting in a war and not killing a man, I reckon he is a time lord who repressed himself (ala The Doctor and Master a couple of seasons ago) and has failed to revert to a Time Lord (hence not being able to kill a man - Wilf)

That is an interesting idea. It wouldn't have occurred to me, but it might explain Donna's tendencies, and might make it possible for her to survive the brain-burst-thing she just had? Hmmmm.
I am not sure how the reference to not killing a man would work, though. For that to make sense he would have to be aware of it.
