Otherwise it would make no sense that they speak of the Book of Translation which returns them to their home world.


The Ogier definitely come from outside. That's not to say they appear in every turning of the wheel, and they may just be kicking around for this turning only.

It would be interesting to know how and why they appeared on this world though, and how they diversified to the extent that we see the peace loving Ogier, like Loial, and the Ogier that are present in the Deathwatch Guards.
