Basically, the Bore is nothing else than a special, gigantic Gateway drilled with the OP through the Pattern to the DO.
Except it's highly doubtful that's what the Bore is.
Jordan rather described the Bore as a global weakness in the Pattern. It is not even really at Shayol Ghul, and wasn't drilled there either (it was drilled at the Collaam Daan).
I think trying to patch the Pit of Doom is in truth one of the mistakes LTT made, and he realised this as he performed the deed. The Bore is part of Shai'tan manifested in space/time in Creation through the global weakness created by the Drilling. To touch the Bore with the OP is to touch Shai'tan. Rand/LTT knows this is not a viable solution (and Posae's idea of sealing the area of SG would not have worked either).
The "Bore" is a global problem, and to remove it Rand has to deal with the weakness in the Pattern. It's that which needs to be fixed, and this won't be done with a weave or the OP. Manifest effects in the pattern like the Bore will take care of themselves when the weakness in the pattern is removed (ie: when "order and belief make strength"
.
How can Rand repair the bore? More importantly, what forms the boundary of the Wheel itself?

No, the Bore was drilled through that specific thinness in the Pattern.
