But two Forsaken at the same place, namely Demandred and Osan'gar, doesn't make real sense.


Why not? Mesaana may be the 'White Tower' Forsaken, but Lanfear and even Graendal were continuously hatching their own plots from that base. Demandred has his finger in many pies, as DomA said. It's not as if he's competing with Osan'gar in that area.
