Didn't like her too much at first, but the character grew on me. She's a good match for Mat. She's cunning and devious, and doesn't hesitate to be ruthless to her enemies, but she also can show compassion and mercy to people as well.
I would place her in the company of all the major sympathetic Seanchan characters RJ has produced: Egeanin, Furyk Karede, Tylee, and even Selucia. Up until mostly PoD, the Seanchan were seemed to be a cruel, nasty enemy, largely because we were mostly seeing that DF bitch Suroth as well as other unpleasant people like Alwhin and Renna. In PoD, though he started showing the Seanchan from their own side which humanized them more.
I know a lot of people hate the Seanchan for their views on marath'damane, but I think it's understandable given their history. Women calling themselves AS ruled over Seanchan for over two thousand years and by all accounts they were creul, petty and selfish, and their reign was one of terror. The current rulers are all descended from Artur Hawkwing, who had some serious disagreements with the WT AS of the Westlands. I don't think it's at all surprising that the Seanchan see the WT as a significant threat. And it is to some degree, because if it wasn't for the whole DR thing going on, the WT would likely have organized the other nations after Tarabon, Amadicia, and Ebou Dar had fallen. It likely wouldn't have done much good, but they still would have done it.

Most annoying, unlikeable, incomprehensible, irredeemable character in the books.

I disprove your argument with one word. Coincidentally, it is a character.
