Yeah, the key difference in my mind is that ANYBODY with a brain could do what Egwene did (or better). Put Tuon in that situation and the Tower would have been reunited in days with emissaries sent to the Dragon to make peace and a proper plan of using bonding on the Ashaman to ensure that they don't become the dominant force they currently seem to be.
