I'm fairly certain that the ability can't be sensed until they are very close to touching

We don't know that's how the binder works. It's most likely it doesn't work like that. There's a binder for channelers and a binder for non-channelers and personally I think it has to do with physical differences, namely that channelers have different brains, or at least, their minds become altered when they're teenagers and exposed to the Source for the first time.
What about the channelers that aren't exposed to the Source as teenagers (the ones that aren't sparkers)? Say, if Sharina (or any other pre-Novice) was brought in as soon as she was tested and it was confirmed that she could channel? Do you think the Oath Rod would work on them?
And obviously another Channeler would have to channel the Spirit "trigger".
Heh, and another that just occurred to me: can a channeler's ability be sensed when they are an infant? A child? Or does it have to wait for the teenage years?
Heck, I wonder if in the AoL it was a common to test fetuses, as part of all the prenatal checkups.
It's the reason Sul'dam seems strange to AS and the Kin. Reanne Corely (IIRC) made a comment about it along the lines ... I'd have to check for the quote.
As for the OR Binding them before they began channeling I'd say doubtful. They seem to be totally normal women until they touch the source (i.e. they don't Slow).
Domani Drag Queen in the White Tower ... Aran'gar watch out!
How did Mesaana beat the Oath Rod?

That isn't tricking the oath rod, the way I'm understanding his answer. That's tricking humans *NM*

As mentioned above, your theory is not about defeating Oath Rod.

Perhaps she pressed, and held the on/off switch, so that the Oaths never triggered? *NM*

Or she didn't swear on it, because she's a servant.

I doubt Mesaana stands high enough to have TP access right now. She's probably the lowest FS. *NM*

Yeah I realize what I presented was kinda the opposite of what I was going for.
