Even if they never join with Rand, there's no chance they will join the Shadow under her leadership.


If they further the cause of the Shadow by weakening the Light, it wouldn't matter if they have or have not joined the Shadow wittingly.

Remember, some of the Forsaken were known to have run very orderly territories during the War of Power and the top-level Chosen didn't necessarily contribute to mayhem or slaughter excessively, so just because sowing chaos destabilizes the Pattern does not mean that merely having order stabilizes it. The Dark One could flourish either way.
