Because the other Chosen know Shaidar Haran as "the Hand of the Shadow", as the mouth of Shai'tan himself. While they view Moridin as a rival who holds the most powerful place they all covet.
Shai'tan is duping his own Chosen as much as RJ is duping you.

And besides. What makes you think Ishamael / Moridin has more (or less) power then Shaidar Haran? Ishamael has never held a direct dield command since the War of Shadows. He's always displayed as the grand manipulator of others. He whispers in ears and pulls strings behind the scene. He let's others do his dirty work.
What place do you think did Ishamael/ Moridin call 'home'?
I think that ever since he got connected to a fade, he's been around Shayol Ghul/ the Blight more often then not.

We also see in ACoS, ch.25, that SH tortures Moghedien and then sends her to Moridin. This makes pretty clear that both can't be the same creature. They couldn't switch places and clothes that quickly..
I'll reverse the question. Why wasn't Shaidar Haran there when it brought Moghedien to Moridin? Why did she have to close her eyes and had to wait for a command to open them?

Do you honestly think Isam or Luc have to get themselves dressed every time they 'switch' bodies/minds? Like Isam 'became' Luc near-instantly and minutes later Luc 'became' Isam again, I think Shaidar Haran can choose to 'become' Moridin when stepping inside the pattern (from Vacoule to Pattern, instead of from TAR to waking world)

Shai'tan nor the Nae'Blis want Moghedien (and the other Chosen) to find out that Moridin and Shaidar Haran are one and the same. It gives them more options. More ways to spread chaos and dissention. It also makes sure the other Chosen don't find out what Shai'tan truly has in store for them; total annihilation of everything.
What self-serving, petty Chosen would want to give him-/herself up to the very core, give up humanity to become Nae'Blis?



Ultimately, I don't see the sense in fusing Moridin and SH together. It makes more sense that the DO could simply project his shadowy from into SH and this explains his powers/limitations. Moridin is simply the Forsaken, who is most dedicated to the DO and whom the DO trusts most, and therefore SH and Moridin are closely working together.
Shai'tan. does. not. trust. Period.
Yes. Elan Morin was most dedicated to Shai'tans cause. That's why he gave himself away; it serves his purpose best. That gave Shai'tan a foothold this side of Creation.

I feel you think too much of Shai'tan. He is the dark counterpart of the Creator. That means his essence is the exact (dark) opposite of Creation; namely Nothingness. Shai'tan is Nothing. A hollow promise. A lie. The Lord of Chaos (Chaos means Nothingness in ancient Greek)
His power comes from people who believe in what he represents.
Not because Shai'tan has power from himself.

How else could he be 'felt' all of a sudden?
Shai'tans power this side of Creation is limited to how much power he is given. He. can't. do. a. goddamn. thing. unless you let him. Unless you 'let him tie that string to you'.



I would also think that Rand would notice a further direct link to SH, because of the balefire link to Moridin.
That might be a possibility. It just never happened. Or it did happen, but it was 'hidden by shadows'. When Rand snapped and became emotionless and reached for that (limited!) alien power source (True Power / Shai'tan), that shadowy face that appeared for a split-second might have been a fades face.
